South African Microeconomic Reform Strategy Review
Policy review of the Microeconomic Reform Strategy to assist the Economic Cluster in its preparations for the January 2005 Cabinet Lekgotla. The review assessed the strategy in terms of its underpinning analysis, implementation to date, institutions and policy instruments and potential refinements required. The analysis formed the basis of the presentation by the Economic Cluster to the Cabinet Lekgotla.

Lesotho Industrial Diversification Strategy
Assessment of sectors of high competitiveness for Lesotho. Identification of key investor decision-making factors and potential target companies, and areas to be addressed. Also resulted in recommended action steps to address obstacles to investment.

KwaZulu-Natal Industrial Development Strategy
Review of all major regional economic development initiatives within the province and assessment of the appropriateness and effectiveness of provincial and national government interventions. Project covered all major sectors within the economy and included recommendations on priority sectors and required interventions to support development within each target sector. Process also included extensive stakeholder and role player consultations.

Integrated Small Business Development Strategy
Drafting and strategic advisory on the development of the new national integrated small business strategy entitled "Unlocking the Potential of South African Entrepreneurs". The strategy defined South Africa's national approach to SME development and support, covering issues such as targeting of beneficiaries, access to finance, training and support and a range of other service and support measures.

BEE Strategy for the South African Jewellery Industry
Drafting a strategy for broad based black economic empowerment in the South African jewellery sector. This strategy included a policy review, profiling the sector (ownership, skills, volumes, etc.) and an assessment of key constraints and resulted in proposed BEE targets and strategic interventions to achieve these targets.

Limpopo Municipal Incentives Policy
Design of a municipal-level incentives policy to attract investment into Limpopo. This project verified economic priorities and support gaps, identified areas conducive to incentive support, assessed local municipality capacity, and developed a policy for the use of incentives across municipalities in the province.

KwaZulu-Natal Comparative Advantage Assessment
Analysis of the relative advantage of all sectors in the province compared to other investment locations in the Southern African region. Included assessment of factor costs as well as fit with global industry structure and value chain dynamics. Resulted in recommended areas of focus to improve provincial competitiveness.

KwaZulu-Natal Public Private Partnerships (PPP) Benchmarking Study
Development of recommendations on how the South African national PPP process, and the KZN Provincial PPP process in particular, could be made more efficient, by analysing global best practices, and recommending improvements and alternatives to the existing processes.

UN ESCWA ICT Strategy for Trade and Transport in the Middle East
Development of proposal and working documents for establishment of a technology-based platform to improve the efficiency of trade and transport as a key element of the UN's strategy to promote the use of ICT as a driver of economic development in the region. Also organised and led the conference session on cyberhubs during the ESCWA Region's WSIS seminar.

Development of a strategic framework and implementation plan for the establishment of a Trade and Logistics Programme in the province of KwaZulu-Natal. The project involved working with a wide range of stakeholders across the province to establish a programme of action for trade and logistics, and to establish an organisational unit to implement the programme (including structure, roles & responsibilities and budgets)

Northern Cape Freight Transport Strategy
Development of a strategy and implementation plan to facilitate efficient freight transport in the Northern Cape province. The study involved a situational analysis based on a review of key stakeholders, including transport providers, infrastructure operators, and key users, and identifying and prioritising a series of projects addressing issues of physical infrastructure, processes, and the transport sector itself.

South African Preferential Procurement Policy Assessment
Assessment of current preferential procurement practices in South Africa. The project developed strategic recommendations on how both public and private procurement could be used more effectively as a tool for socio-economic development, with a particular focus on further consideration of local content, quality, labour and environmental standards.

Enhancing the Impact of Procurement on Employment Creation
Research and policy advice on the potential for leveraging South Africa's public procurement, at a national, provincial and local level, to address unemployment. Kaiser developed a map of the public procurement market, including an analysis of market size by region and public body. The study also advised on policy measures that could be adopted.
